Built in the field, not the boardroom
The story behind HV Inspector

Justin Kelly
Founder — HV Inspector LLC | High Voltage Specialist
Justin Kelly is a high voltage specialist and the founder of HV Inspector, a West Virginia-registered software company building the field operations platform for critical infrastructure.
He didn't come to this industry through a boardroom — he came up through the field. Starting as an electrician helper in 1995, straight out of high school, Justin worked his way through industrial and commercial electrical work as a journeyman and foreman before moving into high voltage commissioning, where he has spent the last nineteen years with the same company, rising to supervisor. No degree, no shortcuts: every step of that climb came from doing the work.

Why he built it
The idea for HV Inspector came from a problem he lived daily: the critical data generated during commissioning — test records, inspection reports, turnover documentation — rarely stayed connected to the asset it belonged to. Years later, when a technician stood in front of that same asset with an issue, the original baseline was buried in a file cabinet or a dead laptop.
So he built the platform he wished existed. HV Inspector connects commissioning, inspection, maintenance, and safety documentation into one secure digital lifecycle — every record tied to the individual asset, from the day it's energized to the day it's retired.
“Built in West Virginia. Built for critical infrastructure, worldwide.”
West Virginia is home base — but the platform is built for critical infrastructure anywhere in the world.
